    The decree set forth by Sultan Qabas (Qaboos) and documented in the New York times on July 18, 1971 states "These stamps which have been issued under the false name of a state which does not exist carry no legal or postal validity. There is no state in the world under the name of ‘Imamate or State of Oman.’ The stamps sunder its label are completely bogus. It appears that some non‐bonafide persons or organization is responsible for this illegal business Whose sole aim is nothing but to use these labels for propaganda purposes, to create confusion and derive financial gain by the unauthorized philatelic sale of these stamps."
    Karim Ahmed Alharemi, Director‐General, Posts, Telegraphs and Telephones, of the Sultanate of Oman stated at the same time, "These labels (they could not be called anything else) have no postal validity and are being issued solely to derive financial trade. We have... issued a decree declaring them completely illegal.”
